Madison County Community Development (MCCD) is responsible for administering US Department of Housing and Urban Development (HUD) programs including the Community Development Block Grant (CDBG), the Housing Investment Partnership (HOME) grant, Continuum of Care (CoC) grants, Emergency Assistance Programs and Economic Development.
The Madison County Board established the Community Development department in 1975 to administer the CDBG program.
Since establishing the department, MCCD has expanded its scope of operation to administer additional federal, state and and local grant programs. The department manages more than than 30 programs with a budget of $20.5 million,.
MCCD is committed to expanding economic opportunities, promoting affordable housing and suitable living environments, providing necessary emergency services and diligently working to alleviate conditions of poverty in Madison County.
The staff works closely with local citizens, agencies, as well as with state and federal officials, Madison County townships and municipalities.
Community Development Block Grant The Community Development Block Grant (CDBG) Entitlement Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. |

Economic Development is responsible for coordination of the Economic Development initiatives for the county that includes plans, develops, coordinates, interprets, implements, administers, schedules and evaluates programs and program activities for business retention and expansion (programs; identifies industry-specific business contacts with which to establish and develop relationships; supports economic development, community development and educational partners at all levels. |

HOME Investments Partnerships Program he HOME Investment Partnerships Program (HOME) provides formula grants to states and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. |

Housing Solutions/Assistance Programs Madison County offers a variety of solutions to assist residents that include everything from rental assistance to ADA Housing Accessibility, Weatherization, Low-Income Energy Assistance Program and more. |

Madison County offers several programs to assist the homeless to include its Continuum of Care and Rapid Rehousing Program. |

The Madison County Park and Recreation Program is designed to assist municipalities and park and recreation districts within Madison County to develop, enhance or expand park operations and facilities. |

Commissions, Committees and Boards MCCD provides staff support to the Grants Committee. TMCCD also oversees the CSBG Advisory Council and the Park and Recreation Grant Commission. |
