The Madison County Partnership to End Homelessness announces the availability of grants to end homelessness. The CoC is accepting proposals for Permanent Housing (Permanent Supportive and Rapid Rehousing), Transitional Housing, Joint Transitional/Rapid Rehousing, Supportive Services- Coordinated Entry and Homeless Management Information Systems (‘HMIS’). Projects with an emphasis of serving survivors of domestic violence are also a priority.  The CoC encourages organizations that have not previously received Continuum of Care Program Funding to apply for funds under this solicitation. 
The submission deadline for all applications is August 24th, 2023. See the local competition announcement for more details.

Madison County Partnership to End Homelessness

Who Can Participate?:
Persons and organizations interested in resolving the problems of homelessness including government entities, elected officials, non-profit organizations, financial institutions, businesses, housing developers, churches, health care providers, neighborhood associations, educators, the media, homeless and formerly homeless persons.
Vision and Mission:
The Vision of the Madison County Partnership to End Homelessness shall be to work towards the elimination of homelessness in Madison County, IL.

The Mission of the Madison County Partnership to End Homelessness is to maintain a collaborative partnership to help the individuals and families experiencing homelessness by building a comprehensive system that leads individuals and families from homelessness to appropriate support and self-sufficiency.
Objectives/Outcomes:
  • Prioritize services for the chronically homeless;
  • Continue to expand the number of affordable supportive housing units available to the unsheltered homeless;
  • Improve access to mainstream resources, housing and supportive services for the homeless;
  • Improve coordination of resources with state funded facilities to improve discharge planning for their clients; 
  • Expand homeless prevention efforts through consumer education and financial assistance; 
  • Address the need for rental assistance brought on by the COVID-19 pandemic and the subsequent eviction moratorium;
  • Provide a summary of all homeless/at risk of homeless services offered in Madison County via our MCCD Resource Guide.
Committees/Meetings:
  • Partnership members meet once a month to discuss ongoing projects, upcoming events and to coordinate homeless/homeless prevention services.  All providers, ministries, non-profits, municipalities, and individuals who are curious about our county’s outreach to our community’s homeless neighbors.  The monthly meetings takes place on the 3rd Thursday of every month at 9:30 am. 

  • Executive Committee – The Executive Committee establishes the annual schedule of meetings, recruits new members, sets goals, prioritizes funding requests and monitors accomplishments.  Meets on the 1st Friday of every month at 2:00 pm. 

  • Quality Assurance Committee- to further the mission and vision of the Madison County Partnership to End Homelessness by monitoring the quality of services and programs funded through the partnership’s housing, shelter and prevention programs.  The committee may develop and administer program assessments or other like instruments to ensure grant recipients compliance with HUD performance measures.  The committee also reviews the partnership’s operating policies and procedures.  Meets on the 3rd Thursday of every month at 11:00 am.
