Madison County CSBG 2021 Scholarships

Madison County Community Development is offering scholarships for local students planning to attend college during the Fall 2021/Spring 2022 semesters. Scholarships will be awarded to students who are residents of Madison County and attending a college or university in Illinois. The Community Services Block Grant program will select 10 students to receive a $2,000.00 scholarship for the 2021-2022 school year. Awards will be disbursed in two $1,000 increments at the start of each semester.

Those interested in applying for the scholarship can contact financial aid offices of Lewis & Clark Community College, Southwestern Illinois and Southern Illinois University Edwardsville, their local high school counselor's office or the county's website at under the Community Development Department's Community Services Block Grant Program.

Assistance to Small Business Loan Application Round 2
Small Business Loan Guidelines 
Applications will be accepted March 15, 2021-March 19, 2021 

Madison County is providing financial support to qualified small businesses (businesses with 25 full time equivalent or fewer employees) that are negatively impacted by the COVID-19 pandemic due to orders to close or limit operations. This program provides a maximum amount of $15,000 (amounts will vary depending on number of employees), 0%, forgivable loans are being offered to help offset/recover from the significant, temporary loss of revenue to these qualified businesses during this pandemic, and to assist businesses in retaining and paying employees. If a business received funding in Round 1, they are eligible for Round 2. Businesses that received no funding will be prioritized first.

Park & Recreation PEP Grants

This grant program is designed to assist park districts and municipal parks and recreation departments within Madison County to develop and enhance their parks. The goal of the program is to provide immediate assistance to the Park Districts and Departments.

Public Service COVID-19 RFP Round 2
Applications Due March 5, 2021 by 3:00pm
Grants must serve Madison County, IL residents

Public Service Grants up to $20,000 for 
Non-profit agencies, public agencies and Community-Based Development organizations who wish to provide a public service enable essential service deliver to prevent, prepare for, and respond to corona virus.  Up to $20,000.00 in assistance will be awarded to qualifying agencies that can demonstrate activities will benefit primarily benefit low and moderate-income persons.

Applicants that received funding through the Round 1 Public Assistance Grant are eligible to apply again, however, priority will be given to any new applicants.  Applications will be evaluated on a first come first served basis for both completeness, eligibility and previous funding. 

FY 2021 Community Development Block Grant (CDBG) Competitive Funding Application

Grants must serve Madison county, IL residents
Municipal Cities/Villages may only apply for areas in incorporated Madison County
Township may only apply for areas in unincorporated Madison County
Fire Districts must have their application sponsored by the City or Township

Applications may not exceed $100,000 and must be a minimum of $30,000.  Applicants may only submit applications totaling $100,000.

All applications must be in low/moderate income, residential areas. 
High Priority Projects Include: 

  • Sewer and/or Water Tap-on to an Existing Main
  • Fire Stations or Equipment for Fire Departments
  • Street, Curb, and Gutter Improvements
  • Bridge Replacement Priority- high point range
  • Improvements to Senior Citizens, Community, or Recreation Centers
  • ADA Accessibility (sidewalk ramps)
