District 1

Fred Michael serves District 1 in Highland.  Before voters elected Fred in November 2022, he worked as the supervisor of Maps and Plats GIS Division in Madison County's Chief County Assessment Office.

Fred worked for the county for 25 years before retiring in October 2022. As a former employee, one of his goals is to help taxpayers find the correct office when they need assistance with a problem. 

He stays involved in the community by assisting seniors with their property tax questions. In 2017, voters elected him as the Helvetia Township Assessor and currently he holds CIAO designation from the Illinois Property Assessment Institute.

Fred currently sits on the county’s Transportation, Central Services and Health Department and Mental Health committees.

The Highland native earned a bachelor’s of science degree in production management from Southern Illinois University Edwardsville after serving five years in the U.S. Navy. Before working for the county, Fred was a supervisor at Highland Machine and Screw.

He is also a member of the American Legion and co-owner of Michael’s Coffee Shop in Highland.

Fred and his wife, Lisa, of 32 years live in Highland. They have three children and three grandchildren.
