District 9

Since first taking a position on the County Board in April 2021 and then voters electing him in November 2022, Bill Stoutenborough’s goal is to promote unity and work collectively to serve the citizens in District 9 in Alton and throughout Madison County.

Bill serves on the Grants, Health Department and Mental Health and Public Safety committees.

Bill earned a bachelor’s of science degree from Milliken University in business administration before going to work for Price Waterhouse and Co. (an international accounting firm.) There he earned his certified public accounting license and rose to the position of manager. Bill handled a variety of clients to include those in the medical, agricultural, educational and industrial field.

After leaving Price Waterhouse, Bill went to work at Mallinckrodt as the director of internal auditing and conducted audits of various operations, evaluated acquisition candidates and was controller of a subsidiary. Since 1980, he has owned and operated Energy Solutions, Inc.

Bill has been involved in many community and civic organizations throughout the years; he served on the City of Alton’s Planning Commission for 15 years; as treasurer and presidents of the Upper Alton Associations and treasurer of the Greater Alton Concert Associations for 14 years.

Bill grew up in a rural community in central Illinois. He’s been married “60 years and counting” as he likes to say to “his first wife.” They are the parents of two children and three grandchildren.
